Join us for an engaging conversation with Franklin Delano Frith II as he shares insights into the Mexican job market, its evolving requirements, and more.

1. What were the circumstances in the Mexican job market that inspired the establishment of Human Resources Mexico?

FDFII: I was in the PEO business in the USA for 20 years. In 2008, I saw the economic situation in the United States deteriorating before the financial crash. Since I had conducted business in Mexico on and off for many years and was familiar with the language, I decided to diversify and try something entirely new.

I understood that there were cultural and business differences between the USA and Mexico, in addition to the language barrier. I felt that by establishing a standard EOR in Mexico for U.S.-based companies and assuming full responsibility for employment, I could create mutual value for both myself and my clients. This would allow them to focus fully on their business goals.

2. In what way is HRM ahead of its competitors and a better choice for clients?

FDFII: First and foremost, HRM offers EOR services in Mexico with a fully functional office and an expert, Mexico-based team.

HRM is the gold standard for senior hiring in Mexico. We are a boutique Employer of Record specializing in high-compensation profiles with a minimum gross salary of MXN 550,000. We are exclusive to Mexico, operate as the 100% legal employer, are REPSE registered, and maintain full compliance with Mexican regulations. We also provide a public-facing red-carpet service for senior-level professionals.

3. Besides managing payroll and compliance, what other services does HRM offer?

FDFII: Human Resources Mexico exclusively provides Employer of Record services in Mexico. In addition to payroll and compliance, we maintain a dedicated, on-the-ground HR team that delivers public-facing HR services to employees.

We also provide company cars, prepaid travel arrangements (airfare, hotels, and car rentals), laptops, gas cards, IAVE (toll road) cards, and any other tools employees need to succeed in Mexico—at no additional cost. No other EOR offers this level of support.

4. How did HRM secure its reputation as a trusted EOR company?

FDFII: HRM is the only EOR in the world that considers both employees and companies as clients. Without employees, we have no business, and without companies, we have no business. We provide a red-carpet, first-class service experience to both.

HRM also offers a clear and simple pricing structure with full transparency from the very beginning. Clients always understand the total cost, with no surprises.

We conduct daily internal audits on payroll, invoicing, and cash flow. Every item generated is double-checked before being sent to employees, client companies, or government agencies. Errors are addressed and corrected immediately.

Additionally, HRM is subject to a Dictamen Fiscal, a tax opinion audit issued by a registered public accountant (CPA) regarding compliance with tax obligations. HRM is the only EOR and PEO in Mexico subjected to this level of annual scrutiny. We also undergo monthly audits, with reports submitted to SAT, Mexico’s tax authority, following tax filings.

5. How does HRM remain an affordable yet premium choice?

FDFII: Our fees are transparent and reflect the premium, red-carpet service we provide to both client companies and employees. We are not focused on competing with low-cost providers. Our clients choose us because they value compliance, trust, and world-class service.

There are no hidden charges, setup fees, or deposits. Every engagement includes a detailed, customized proposal so clients know exactly what to expect.

6. How does HRM reduce client burden and improve business efficiency?

FDFII: As a trusted EOR in Mexico, Human Resources Mexico manages everything related to employment. This allows client companies to focus on growth opportunities rather than compliance and tax regulations.

Clients can concentrate on delivering services and generating revenue in Mexico while we handle the complexities of employment administration.

7. In your 16+ years in human resources, what major challenge stands out?

FDFII: Mexico’s labor and tax laws are complex and difficult to navigate. It is not an employer-friendly environment, which makes constant vigilance essential.

At HRM, our priority is staying ahead of new laws and regulations. We continuously monitor the Senate, Congress, the STPS (Secretaría del Trabajo y Previsión Social), the Ministry of Economy, and immigration authorities to ensure proactive compliance.

Mexico has an abundance of highly skilled talent ready to contribute to foreign companies. Leveraging EOR services allows businesses to access this talent efficiently and compliantly.

8. How do you envision HRM’s future, and are there any exciting updates?

FDFII: I see HRM evolving through increased internal automation and continuous process improvements. Reducing internal friction leads directly to higher efficiency.

We do not plan to expand our service offerings. Instead, we will remain the boutique firm known for excellence and trust. This enables us to help clients build strong teams in Mexico while ensuring employees receive top-tier support.

We recently launched the Mexico EOR Specialist AI Chatbot, which provides instant, law-based answers on hiring, compliance, labor law, benefits, vacations, and employment practices in Mexico. The AI uses only verified sources—no speculation and no hallucinations.

9. As Principal and General Manager, what guiding principles shape your leadership?

FDFII: Over 35 years ago, I had a business mentor who taught me a lesson I will never forget. He said, “Always lift up those around you. If you help others succeed, you will always be in a good position—because one day, you might be working for them.”

I live by that principle. I lift my employees up, treat them with respect, and provide economic and job security. I am honest and transparent with them. In return, they give their best and trust me.

My management style is largely hands-off. I give my team the space they need to succeed while encouraging ideas and suggestions. However, I always insist on double-checking important communications sent to clients and government agencies.
